THEORETICAL AND METHODOLOGICAL BASIS STUDY STATE REGULATION OF POPULATION DEVELOPMENT
论证了在人口再生产领域构建管理活动理论分析方案的必要性，指出当前对“政府调控”和“人口政策”缺乏清晰定义，并主张将国家对人口过程的调控视为社会经济政策各组成部分人口化的机制。
The paper demonstrated the need to justify the theoretical analysis scheme of management activities in the field of reproduction, the use of which will help to identify the main problems in the practice of public management and to outline the solutions. Thus the prerequisite for this research is definition of the essence of the object. However, despite significant achievements of specialists in the field of public administration and administrative law, we should note the lack of a clear and stable interpretation of the category "government regulation". We have also no universally accepted concept of "population policy", that leads to different meanings of the regulatory impact and to various limits of state intervention in the course of the demographic reality. It is shown that the vast majority of experts determines the content of population policy according to narrow understanding of reproduction as of the balance of fertility and mortality. So population policy is seen as a separate, special and specific component of social and economic policy, the implementation of which can not influence the overall changes in the demographic situation. Proved the necessity of consideration of the state regulatory impact on the demographic processes as a mechanism of demographization of all components of social and economic policy.
