My response to Guyot's commentary provides an opportunity for PAR readers to participate in the dialogue concerning in the public service. I find quite curious the use of selectivity throughout Professor James Guyot's commentary, beginning with his title, Argument and Evidence in Ethnic Analysis. The term ethnic analysis is so generic that it is not useful or effective in communicating the real questions being raised. I will ignore his title in my response, and I recommend PAR readers do the same, although with disappointment, because he fails to aid PAR readers in understanding his term in the context of my PAR article, Hispanics in the Public Service, which speaks to the issue of participation in the public service.
