Neighborhood Variations in Moderate Housing Rehabilitation Program Impacts: An Accounting Model of Housing Quality Change

It is the purpose of this paper to examine geographic variations in the level of impact of publicly-funded moderate housing rehabilitation programs. An analytical model is set within an accounting framework and is modified through the use of probability parameters to include a test for the interdependency of public and private investment. An application of the model to moderate housing rehabilitation in Minneapolis reveals that strategic targeting of appropriate neighborhoods is an important component of these programs. Moderate housing rehabilitation has the greatest impact on housing quality and private capital leveraging when it is directed toward arresting the deterioration process before housing becomes seriously blighted. In spatial terms, this means that the transitional residential areas on the fringes of the C.B.D. will tend to be the most appropriate targets.
