Although child care is handled primarily by state government officials, the regulation of some family day care homes has been privatized in some states. An analysis of experiences in New Jersey and Wisconsin suggests a mixed legacy. In general, both the costs and benefits of regulatory privatization seem relatively modest in instances where licensing is voluntary. The disadvantages of privatization may be more striking in cases where licensing is mandatory.
