The U.S. Environmental Protection Agency (EPA), like most teenagers, will face fairly tumultuous times. Whether or not it survives this trying adolescent period depends to a large extent on how well it can adapt to the new (or merely resurgent) anti-regulatory mood in Washington, without completely alienating its original sponsors (primarily the environmentalists). This adaptation involves a very subtle set of performance requirements, demanding both more effective, and yet less heavy-handed regulation. Such adaptive capability may well be found in the application of techniques and strategies derived from state-of-the-art planning concepts.
