Abstract

A growing body of literature exists on the relationship between elected officials, citizen boards, and administrators. A central theme of inquiry is the extent to which policy and administrative authority is shared between entities. In the Public Administration Review (PAR) in 1985, Svaral proposed a four-component decision continuum. His research indicated greater involvement by elected officials in mission decisions, greater involvement by administration in management decisions and a sharing of decision making by the two entities in the mid-continuum decision functions of policy making and administration. In 1987, Henry and Harms2 tested these findings on citizen boards in Virginia and reported their findings in PAR. They found boards to be more active at the mission/policy end of the decision continuum. They also found that boards with a higher degree of statutory authority are more involved in all four areas of the continuum.
