The Savings/Harm Tableau for Social Impact Assessment of Retrenchment Policies

A savings/harm tableau is proposed for explicit evaluation of alternative retrenchment proposals and their expected impacts. The format should also be useful for collecting and recording information essential to policy officials and citizen groups in determining least harmful solutions to retrenchment. The method parallels cost-effectiveness and goals-achievement procedures but is targeted to the distributional effects of austerity efforts. Some recommendations are provided about policy options for achieving savings in the provision of public services and the measurement of service impacts.
