Rehabilitation for Workers' Compensation Loss Exposures

Rehabilitation services may be used in handling the workers' compensation loss exposure of business firms. Possible financial constraints imposed on the rehabilitation services budget may reject the principle that a benefit-cost ratio greater than unity justifies the application of these services. This paper examines the problems associated with the benefit-cost analysis and develops a method of using the ratio of marginal benefits/marginal costs as a decision-making criterion. The paper develops the best-fitting models for the estimation of benefits and expenses of these services and discusses how to allocate the budget optimally among cases requiring rehabilitation services. Benefits and expenses are predicted separately by using some explanatory variables, and then the ratio of marginal benefits to marginal costs is estimated to accomplish this objective.
