International Relationships and the U. S. Space Program: The Missing Element?

T 1 he U.S. Advisory Committee on the Future of the U.S. Space Program (1990) gave limited attention to America's relationships in space during its intense four months of deliberations. Of the over 300 individuals who met with the committee or one of its working groups, none came from another spacefaring country. The committee did not make high-level contacts with major U.S. partners in space, although it did receive written submissions from them. The committee's report has only a little to say about what it characterized as international pursuits. What it did say was a mixture of platitudes-intemational cooperation should continue to be an integral part of the U.S. space program-and a very conservative position with respect to future engagements (Augustine Committee, 1990, p. 9).
