Women in ASPA: The Fifty-Year Climb toward Equality

In the 50 years since the founding of ASPA, vast changes have taken place in the economic and social fabric of American society. One of the most dramatic changes has been the increased participation of women in the labor force. In 1940, only 28 percent of all adult women were members of this nation's civilian labor force; by 1987 that proportion had doubled to 56 percent. In contrast, from 1940 to 1987 the labor force participation rate of men declined from 83 percent to 76 percent. In 1987, of the 54 million women in the labor force, 8.6 million or 16 percent were employed by federal, state, and local governments.
