Abstract

The articles published over the years in Public Administration Review may be categorized into three groups based on their contribution and lasting significance to public administration. These groupings are articles that (1) met the basic criteria to be published but contributed very little of significance to the field of study; (2) contributed to the field of study at the time but changing conditions have dated the contribution; and (3) made a major contribution to the understanding of the field of study and remain valuable despite changing conditions. The majority of the articles fall into the first two categories. Aaron Wildavsky's Political Implications of Budgetary Reform (1961) is one of those special ones in the third group that were remarkable at the time of publication for their contribution to the field of budgeting and remain insightful and valuable today.
