SUMMARY This paper reviews work in the field of alcohol control policy concerning the importance of population mean consumption as a determinant of the proportion of 'excessive drinkers' and the level of alcohol-related problems. It is concluded that the statistical basis of this work is unsound. The effects of specific policies on the proportion of excessive drinkers cannot be inferred from their effect on mean consumption.
