In the last two decades, as population has continued to shift out of central cities and into suburbs, and as suburbia itself has sprawled into the vast stretches of unincorporated land in metropolitan areas, county governments have become increasingly important as service delivery agents.1 County governments play a direct role in delivering services to the population of unincorporated areas, and they have increased their role in the delivery of urban services to incorporated communities through contracts and other joint service arrangements.2
