The success of Project Planning and Management Technique (PPMT) lies in performing the steps that follow in their precise order. One cannot skip a step and produce a completed program. Depending on the complexity of the issues and the desired level of precision, however, it may not be necessary to complete all 12 steps. For some less complex, short-term projects, a usable plan for the project may appear after Step 4 or 5. Non-acceptance of the technique and unrealistically developed plans are two major pitfalls in successful utilization of this approach. Early involvement in the planning process of individuals who will be responsible for implementation of the program under development is a good problem prevention policy. The greater the involvement on the part of these individuals, the more detailed and diversified are the questions that arise during the planning process; thus, fewer surprises and problems arise later. Furthermore, involvement in the planning process enhances one's personal investment which later may be channeled into the implementation phase. The resources (e.g., time and money) the organization is willing to commit to the planning process and the logistics (e.g., number and geographical distribution of individuals) related to the project will determine the degree to which those who may be responsible for implementation will participate in the planning process. Depending on the size of the project, two or three people or more could be involved in the planning process. With respect to any given project, the involvement options are as follows:
