Abstract

Today's climate of diminishing funds for many federal grant programs generally means fewer program beneficiaries. Less funding also means that a larger number of disappointed applicants is generated. These unsuccessful applicants-such as school districts, recipients of fuel assistance payments, local governments, or public housing authorities-are receiving either no assistance from the grant programs or less than they received in the past. Depending upon the degree of their perceived or real financial need, these individuals or institutions may hold a sense of disappointment ranging from mild distress to outrage. Certainly, no one will be pleased at receiving less than before or nothing at all.
