Relations between federal career executives and noncareer appointees have reached a historic high level of tension and stress. Harmful consequences of this condition to effective government are being addressed by an increasing number of concerned participants and observers. Although various recommendations and plans for improving the relationship have been proposed by scholars and practitioners, the problems persist.
