Abstract

Research for funding to support this research. 2 We present an empirical test of Integrative Social Contracts Theory (ISCT) in ethical decision making by comparing the results of an ethics survey of American expatriates working in Russian and American managers working in the United States. We find that integrative social contracts theory’s concepts of “hypernorms ” and “local norms ” moderate the effect of national context on ethical evaluations and intended behavior. In “hypernorm” situations, the national location of ethical decision making plays little role: both expatriate and domestic respondents share similar ethical attitudes. In “local norm ” situations, however, the attitudes of expatriate and domestic respondents diverge. While ISCT is often presented as a normative theory of how managers should behave, our findings provide initial evidence of the descriptive power of ISCT to explain how expatriate managers evaluate ethical dilemmas in foreign settings.
