This is a propitious year to examine the executive role of the U.S. presidency and the kind of administrative management staff needed to cope in the future. To prepare for the future, people should understand the past. This article describes the creation of the Administrative Management Division in the U.S. Bureau of the Budget in 1939 and how it served Presidents Franklin D. Roosevelt and Harry S Truman through my tenure as its head until the spring of 1948. It is essentially a personal account.
