While news of the alleged microcomputer revolution fills the covers of Time and Newsweek, most public administrators have seen very little of it in the office. At best, typing has given way to word processing. But the image of the executive engrossed in a microcomputer on his or her desk is far from reality. Several factors have inhibited the growth of microcomputing in the public sector. The rise of microcomputing has come in an era of unprecedented budget crunching in the public sector. While investing $2,000 to increase the productivity of a $40,000 manager by 20 percent is good from a cost-benefit point of view, few public administrators have been successful in convincing their budget officers and legislators. Even when computer purchases are possible, another problem arises. Public administrators look to computer specialists for advice, and these specialists generally advocate enhancing their large mainframe systems with remote terminals-bypassing the need for microcomputers altogether. Because microcomputers can not do anything mainframes can do better, and because there is a constituency for building on mainframes and no constituency with a stake in microcomputers, the result is predictable: no microcomputer purchases. There are other reasons:
