In the field of land use, a great gulf historically separated planning and regulation. Traditionally, utilization of land in cities was regulated through zoning and subdivision ordinances. Even if cities adopted a land-use master plan, little relationship existed between that plan and the regulations which actually governed the use of land on a day-to-day basis. Plans were, at best, regarded as advisory to administrators of land-use regulations.
