Recent wage concessions have led to renewed speculation about the future of unionism in the United States. Some believe that the unions' current dilemmas do not herald a major turning point in industrial relations. But there are reasons to think that the decline of unionism will not easily be reversed. If the unions continue to shrink, expanded government regulation will.fill part of the vacuum created by the unions' decline. Thus it is unlikely that employers will radically alter their personnel policies. But it will become harder to find a substitute mechanism for the expression and resolution of conflict, both within the workplace and the political arena.
