Abstract

The Tennessee Valley Authority (TVA) is 50 years old this year. But the achievement of this temporal milestone is not nearly so significant as the fact that the authority has been lauded through nearly all its years as a unique model for the integrated development of an entire geographic region. From FDR's advocacy for the creation of TVA in 1933 to any recent TVA Annual Report, a constant vision has persisted of a mandate for utilizing public powers to develop natural resources, foster economic development, and enhance the quality of human life-all within the context of a democratic, participative partnership between regional organization, local government, voluntary association, and the people of the Tennessee Valley. Perhaps more than any other public institution of recent vintage, TVA has reflected the advent of positive government and benevolent bureaucracy. Perhaps too, the authority, as it has wound its contentious way through the past five decades, has symbolized as clearly the dilemmas and challenges big government poses for democratic governance.
