Shortages and Gluts of Public School Teachers: There Must Be a Policy Problem Here Somewhere

The substantive challenge in policy analysis is not in solving problems but in finding the right problems to solve. Finding good teachers is now a publicly recognized problem. After a decade in which job applicants glutted the market, teachers again are in short supply in some specialties, and a general shortage is predicted in some forecasts before the 1990s. There is also general concern about the quality of teachers, although substantial vagueness about what quality means still exists. About half the states have already responded legislatively to screen new entrants into teaching. States and school districts also have been offering salary bonuses to induce applicants in technical and other hard-to-fill fields. However, it remains an open question whether added policy responses are needed, or whether one can expect demographics and labor market forces to adapt to new conditions without massive legislative initiatives.
