The stage was set for recurring budget deficits with the large tax cuts of 1981, increases in defense spending, and the inability to make deep compensating cuts in civilian programs. The capstone was set in place when the economy did not grow as predicted in part because of an Administration-approved, restrictive monetary policy and reliance on supply-side theory which predicted growth from tax cuts and reduced governmental regulations. All these reasons contributed to huge deficits that thwarted the promised balanced budget by the end of 1984. Instead, in four years, the large deficits had added $822 billion to the $994 billion debt incurred by all previous Administrations-over an 80 percent increase in the first term of the Reagan Administration.
