When the American Society for Public Administration (ASPA) was born at the American Political Science Association's 35th annual meeting at the Wardman Park Hotel in Washington, DC, 27 December 1939, the United States by coincidence in the same year had celebrated its constitutional sesquicentennial. None of ASPA's founders seemed bothered by the curious fact that America had gotten along rather nicely for 150 years without such an organization. However, having recently endured the Great Depression and facing the certain prospects of global war, all believed the time had come to establish an organization oriented toward promoting the art and science of administration.
