How much change? Pierson and the welfare state revisited

This article reconsiders Paul Pierson’s influential ideas about the welfare state. It suggests that his downplaying of globalisation is supported by the evidence, but that his assertion of new politics requires qualification in the light of evidence about the role of Left–Right politics. Social security has changed, albeit in ways not easily captured by temporal comparisons of benefit levels and the like. The paper concludes with a plea for researchers to focus on the direction of change, rather than quantifying change, and to integrate time into welfare state analyses.
