This article discusses the case that urban land is permit to the construction of new area,the costs and benefits of related subjects in the Old City Reconstruction and New Building,and compares the cost and the benefit of related subjects.The government as a city operator and manager,decides old city reconstruction or new building and makes the related policy,but the decision making depends on the Government's cost-benefit,and then from the perspective of game theory to draw that the government keen to build new districts.How to change this stituation? It needs urban management to urban governance transformation.
