Abstract

Property oriented economy of transitional community faced unprecedented pressure under the development background of land scarcity,global financial crisis and dual transition of industry and labor in the Pearl River Delta(PRD for short).This kind of essentially land based economical development model need break quest in new manage change,policy transformation and land use reconstruction.On base of property oriented economy of transitional community in PRD with the characteristics of land as the basic means of production,property leasing as the main source of income,expenses dominated by welfare distribution and routing management,the vulnerable property right and the strengthening dependence of former on community economy,on consideration of the evolution principals and influential factors of property oriented community economy in PRD,the article pointed out roundly the main dilemmas and problems as well as put forward some regulatory approaches of this kind of development method to promote the transition from property oriented economy to investment industries in community management,economy development direction,land management policy and spatial planning under the new development situation and policy environment.
