AGRICULTURAL MULTI-FUNCTIONALITY AND TRADE POLICY REFORM OF INTERNATIONAL AGRICULTURAL PRODUCT ——COUNTERMEASURE FOR CHINESE NEGOTIATION IN WTO

Agricultural multi-functionality means that except providing food and fiber, agriculture has such non-trade concerns as economic, social and environmental functions. More and more attention is being paid to the agricultural multi-functionality. During the trading policy reform of international agricultural product under global economic integration, dispute on the agricultural multi-functionality embodies profit contest between the countries that import and export agricultural product. As a big agriculture-based country, China is at a disadvantage after accessing to WTO because of its miniature scale in agriculture industry. So we should temporize and utilize the green-box policy fully to build up agricultural producing capacity and develop multifunctional sustainable agriculture when emphasizing food-producing function.
