Sustainability Performance based Evaluation Model for the Application of PPP Approach in Developing Infrastructure Projects

The development of large infrastructure projects has important impact to the implementation of sustainable development principles.The promotion of sustainable development principles in the process of infrastructure developments requests for the balance between social,economic and environmental performances.This paper suggests the application of PPP models in developing infrastructure projects can contribute to the promotion of sustainable practice.An evaluation models is developed for evaluating the effectiveness of using PPP model for developing an infrastructure based on the principle of sustainable development.The model is built up on the identification of the key indicators and factors affecting the sustainability performance in the process of developing infrastructure projects.Consideration is also given to the effects of contribution proportion between private and public sector in the application of PPP on the sustainability performance of infrastructure projects.By using the model,a sustainability score can be calculated to measure the level of sustainability performance in developing an infrastructure.The calculation process incorporates the inputs and judgments from experts.This score can be used to assess the value of the projects to be evaluated.
