The centre of international maritime shift to Asia,especially to China,but the high-end maritime services is still in Europe,particularly in London.Singapore and Norway want to bulid a global maritime knowledge hub which propel the maritime cluster develop.Shanghai should be an international shipping center with the distribution of maritime resources in 2020.To develop the high-end maritime services is the main task in Shanghai.In such a background,as an important part of the Shanghai International Shipping Center,Ningbo should develop the high-end maritime services.This paper analyzes the actual state of high-end maritime services in Ningbo and puts forward four development strategy.
