Performance Evaluation of Economical and Affordable Housing Policy Based on "4E" Model in Hangzhou,China
基于杭州调查数据，用经济、效率、效能、公平四个维度构建4E模型，评价经济适用房政策绩效，发现供应周期分化明显，整体经济性好但效率和公平不足。
Using of variables of economy,efficient,efficiency and equality characteristics,this study develops a 4E model to make an evaluation on the economical and affordable housing policy,based on the survey data in Hangzhou.The result shows that,the supply circle of economical and affordable housing reflects marked differentiation,and the overall performance presents the feature of good economy and efficient,but inadequate efficiency and equality.These findings shows that,the planning and construction of economical and affordable housing should place more emphasis on the efficiency,effectiveness,economy and equality,in order to promote the transformation from economic and affordable housing to public rental housing and low-rent housing.
