STUDY ON THE DEVELOPMENT IDEAS OF URBANIZATION IN THE CORRIDOR REGION OF WEST LIAONING
研究了辽西走廊城镇化水平低、产业与城镇化不匹配等问题，分析了历史军事、产业结构、基础设施和政策等动力机制，提出了产业空间优化和制度创新建议。
The corridor region in west Liaoning is an important ligament between north China and northeast China, it is also an important link in the economic belt around Behai sea.The urbanization course in the corridor region shows following characteristics: Firstly, the urbanization level is lower and in a stage of quickly developing. Secondly, the distribution of town and cities is centralized, along with obviously differences of urbanization level in the region. Thirdly, the changes of industrial structure are not suited to the urbanization development. Fourthly, outward economy has been made some progress, but the degree of economic internationalization is behind, the outward economy can't improve the urbanization quickly. Fifthly, the spatial development of town and cities shows some characteristics of metropolis due to the construction of modern infrastructure in the narrow belt. Finally, the development order in the corridor is matching to the development course of this transitional and resource-typical region.The authors considered that the dynamic mechanisms of urbanization in the corridor region are: (1)the important military station in the history is main factor to promote the early city development. (2)the changes of industrial structure accelerated urbanization course. (3)the construction and development of modern infrastructure in the corridor region established a solid substance foundation for urbanization. (4)the urbanization course steps into an integrative phase due to the section policy and effects of regional planning.For the urbanization conditionality in the corridor region, the authors thought that the followings should be paid attention to: lack of industrial power, imitative space for the development, weak carrying capacity of the environment, and contradictions between administrative planning and economic development.At present, reasonable industrial development and their spatial optimizing are important to improve the urbanization in the corridor region, the pivotal factors are the mentality innovation for industrial development and the innovation of system and regional organization: (1)construct domain industrial community on the base of two industrial cities, Jinzhou city and Huludao city; (2)create potential industrial community by integrating regional resource; (3)develop predominance industrial community relying on predominant location; (4)cultivate rising middle and small industrial community through bringing into the import effects of new economic factors in order to improve the development of middle/small town and cities; (4)conquer the conditionality of administrative domination and optimize the urban spatial structure in order to promote the development of the metropolis belt in the corridor region.
