Game Analysis on Fairness of Concession Period of Build Operate Transfer Contract Project
基于合作博弈理论，研究了BOT项目中公共部门与投资者之间特许期的公平原则，推导出双方合作达到均衡时的纳什谈判博弈解，并提出了投资者规避投资风险的谈判底线和公共部门确定公平分割的原则。
Based on cooperation game theory,this paper discusses fair principle of concession period of BOT project between public sector and investors and deduces Nash Bargaining-Game solution while the two parties' cooperation reaches equilibrium state.The negotiation baseline for investors to prevent investment risk is calculated in the operation procession of BOT project.At the same time the principle which the public sector should master in determining the fair segmentation is also put forward.Accordingly a theoretical basis on how to sign a fair and reasonable concession period contract between public sector and investors is provided.
