Upward Agglomeration:Spatial Development Strategy for China

Many critical challenges the Chinese economy is going to face are closely related to the way its spatial structure is transformed.This paper proposes a territory-wide spatial development strategy for China:upward agglomeration in the sense that firms and workers could move into and be concentrated in mega-cities or larger clusters of cities.This strategy is illustrated in the example of the United States,where upward agglomeration is realized across a vast territory over time.The extent and scope of urban agglomeration in China are examined,showing that the economy is agglomerated in many big cities but remains largely divided along administrative boundaries and scattered in small cities and towns throughout the territory.The paper suggests that a spatial development policy should be pursued to dismantle cross-regional barriers to free mobility and trade,putting the transitional economy,from market,industry to population on the path to upward agglomeration.
