The necessity to build local innovation system and the role of local governments

Within the framework of globalization of world economy, local image outreaches boundaries of nations, let alone of the larger enterprises. The international competitiveness is determined by locality instead of a nation. Therefore, it is necessary to build local innovation system, which is the basis and terminal of national innovation system, based on local natural and human resources. Local governments have some features of main competing body under the market economy, but they have to play a role of quasi-innovation subject. Its positive role in the building of innovation system should be highly valued and negative aspects restricted.
