RESEARCH ON LAND USE REGULATION AND ITS RELATIONSHIP WITH REVENUE COMPENSATION:THEORETICAL AND PRACTICAL MEANINGS
通过文献综述和微观经济学理论，探讨土地利用规制的目的、方法、功能、效果及补偿问题，指出规制虽必要但需谨慎，并应保护土地所有者收益。
By using the method of literature review and microeconomics theory,this paper discuss the purpose、method、function、effect and compensation of land use regulation.It is a new and prominent problem which exists in the field of land management institutions and policies.As a result,it is necessary to regulate the land,but in the meantime,it is indispensible to be prudent we people intend to restrict the land development,and people should protect the revenue of land owners and pay some compensation when it is necessary.Land use regulation is a way the government allocates land resource and intervene land market.The main aims of regulation are to remedy the externality of land use and supply public goods.It is necessary to make use of land use regulation method,while at the same time to strengthen the research of its effect.Many of the effects are positive,while many of them are negative and undesirable.Land use regulation has its costs.With the development of social,the instruments of land use regulation becomes more and more diversified,flexible and market-oriented.The effects to stakeholders come from regulation should been readjusted by the instruments of tax,charge or compensation in order to promote social equality and attain some desirable social aim.
