Strategies of Urban-rural Planning Coping with Spatial Development under the New Situation
本文分析了中国城乡空间发展中的主要问题及原因，提出了协调城乡发展的四项基本思路，并给出了三项具体策略，包括促进规划衔接、完善城市管理法规和优化空间结构以实现低碳发展。
Chinese Urban-rural areas have significantly changed while the economy flied rapidly,and severe problems of spatial development have popped up.This paper discussed the main problems and their main causes,then summarized the four basic ideas of responding national planning strategies to coordinate the development of urban and rural areas with the aims of saving and intensive use of resources,protection of cultivated land,and protection of ecological security pattern.Furthermore,the paper comparatively analyzed the three main national spatial plans,and figured out the main purposes and functions of Urban-rural plan.Finally this paper raised three strategies to cope with the spatial development problems: firstly to urge the convergence of three main spatial plans,to achieve reasonably intensive use of land;secondly,to improve the present regulations and policies of city management system,to coordinate the development of urban and rural areas,and thirdly,to optimize the spatial structure,to improve the environment quality and achieve low-carbon development.
