Conception innovation and system innovation are most important in ST management innovation of University. Traditional project-oriented ST management mode must be changed. A new mode should be set up based on the combinations of following factors:cultivation of talents,project management,the construction of ST base,intellectual property system. The principles of intellectual property strategy in ST management are presented. In addition,it analyzes the promotion effects that intellectual property strategy towards the transformation of ST achievements and its impact on ST progress.
