The Study on the Question and Countermeasures in the Eleven-fifth Planning Period of Environmental Pollution in Rural Habitat
分析了中国农村人居环境环境污染的两大根源（规划缺陷和基础设施不足），并从技术经济和制度层面提出十一五期间的三项对策，适合关注农村环境治理与公共服务的读者。
The environmental questions in rural habitat of China are usually reflected in two aspects: the first is deficient or wrong plan related with regional environment, the second is the scarcity of infrastructure related to pollution treatment. In essence, they are common questions result from that public service cannot fit in well with rural modernization. For details, two contributing factors are summed up: the first is on the technological economy level, the second is on the institutional level. Based on the analysis, combined with the macro developing trend, three countermeasures in the eleven-fifth planning periods are put forward: the first is to make definite the expenditure responsibility of basic level government in pollution treatment of rural habitat, ascertain the corresponding revenue authority right; the second is to lay stress on planning in the principle of planning the industry, life and ecology targets as a whole; the third is to set up the policy making mechanism from bottom to top and multivariate public service providing mechanism.
