Post-disaster Reconstruction of Osaka-Kobe Earthquake and its Implications
分析日本阪神大地震在组织、立法、规划和资金方面的重建经验，总结出对汶川地震灾后重建的五点启示，包括明确政府责任、重视地方作用、优先综合规划、调整产业结构及支持中小企业。
By analyzing the post-disaster reconstruction of Osaka-Kobe earthquake in terms of organization establishment, legislation, planning and fund embarking, we obtain five points of implications to the post-disaster reconstruction of Wenchuan earthquake: (1) expending responsibility between governments of different levels must be clearly defined; (2) local governments play an important role in the post-disaster reconstruction; (3) reconstruction plan should be a comprehensive plan and focus on priority first; (4) industry recovery should put industrial structure adjustment in an important place; (5) middle and small enterprises should be given key supports during the industry recovery.
