Allocating Land Value Increment from the Perspective of Land Development Right
基于土地发展权概念构建土地增值分配理论模型,并以广州为例,提出农民、政府和开发商应分别分享土地增值的25%-30%、15%-20%和50%-55%。
Theoretical model of land value increment allocation is constructed based on the conception of land development right and applied in a case study of Guangzhou.It is concluded that the farmers and the government should share the unearned land value increment,and the land developers should obtain earned land value increment according to their direct investments on the land;the ideal allocation scheme will be that the farmers,the government and the developments will respectively share 25%-30%,15%-20% and 50-55% of the land value increment.The average price of urban land,which reflects the value of farm land development right,is used as criteria of land compensation and thought to be in accord with the principle of fair compensation and the institution reform direction of land expropriation and compensation.
