The Evolution of Urban Regime Under the Mega-Events Background:An Empirical Study of Nanjing Hexi New Town

The mega-event marketing is a popular entrepreneurial strategy used by cities in both western countries and China. Therefore, mega-event has become an important perspective to study the formation, development and transformation of urban regime. This article made an empirical study of the urban regime in Hexi new town in Nanjing city. This paper argues that the governance system emerged in Nanjing Hexi new town is a pro-growth urban regime,leaded by the public sector, promoted and maintained by mega-events. In this study, multi-actors of the regime, including the public sector, the private sector, and the citizens are identified and their relations and interactions at different stages of the development of the regime are analyzed in detail. It is found that the urban regime in Hexi new town has changed from a growth coalition into a development regime. And it has some features as following:(1)The Mega-events play an important role in the formation and stability of the urban regime.(2) The urban regime is leaded by the public sector. And the informal governance institution with the background of government can be the core of the urban regime. The interestbased partnerships exit not only in the growth coalition between public and private sectors, but also in the coalition among all actors from public sector.(3) Citizens can affect on the urban regime and result in its evolution. This article has enriched and developed the urban regime theory by China's empirical study. At the same time, it also give advises on the establishment of a fair and efficient urban governance system in Chinese cities.
