Urban Land Use,Real Estate Development,and Urban Policy in China
研究城市扩张与再开发两种形式，分析土地开发时机和强度的影响因素，并揭示中国土地管理法和耕地保护政策对城市化、土地利用效率的负面影响。
Urban development takes two forms: horizontal expansion vs. vertical urban redevelopment.The first one involves the timing of land development whereas the second involves both the timing and intensity of land redevelopment.Theoretical analysis reveals that the timing of land development depends upon urban rent,agricultural rent,capital cost,and development cost as well as that the timing and density of urban redevelopment depends upon the urban rent and redevelopment cost.Applying conclusions of the theoretical analysis in China,the paper reveals that urban policies such as new land administration law and farm land protection regulations implemented have substantial negative impact on urbanization,land use and its pattern,and efficiency.Finally,policy recommendations are made to promote urban land use efficiency and urban development.
