The special economic method is the necessary choice of new construction in western minority area. And the exploitation of human resource is the efficient approach for the development of the special economy. Nowadays, there are many problems exist in the exploitation of rural human resource, such as the lack of recognition, the weakness of development foundation, the distemperedness of exploitation mechanism and the singleness of the principal parts. Therefore, the paper analyzes the efficient approaches of special human resource exploitation in new rural construction, the main viewpoints include government function mechanism, the education mechanism and the human resource management mechanism.
