Economic Growth Stages of Taiwan and Its Functional Evolution of Urban Planning
梳理了台湾自1895年以来不同经济增长阶段下城市规划功能的演变，从农业社会的环境卫生到工业化时期的土地资本转化，再到后工业化的经济增长刺激，为大陆城市规划提供参考。
This paper induces functional evolution of urban planning of Taiwan based on its political environment and economic growth stages since 1895. At the stage of agricultural society when Japan ruled Taiwan, the functions of urban planning focus on environmental health and urban system. When Taiwan was restored to China, the function is to transfer land capital into industrial capital, which make urban planning and land policies related closely. So at the stage of Industrilization, the sufficient budget of urban planning which can attain the function of planning industrial zone perfectly was got from conducting land policies. At the same time, administration adopted public-private partnership and founded the committee composed of scholars and people’s representatives which is responsible for examining and resolving urban planning to realize another function of coordinating social benefits. When it comes to the stage of post-industrilization, urban planning was guided by a new panel composed of experts being familiar with economic, urban and land expertise in order to realize the function of stimulating economic growth. The experience provides a reference for Mainland China to review its urban planning.
