AN ANALYSIS OF THE APPROACHES TO LOCAL SYSTEM INNOVATION IN CENTRAL CHINA:A PERSPECTIVE OF ACHIEVEMENT EFFECT
分析了中国中部地区发展环境、经济潜力和竞争力较弱的原因，指出区域内部制度安排效率低和政府政策影响是关键，提出区域内部系统创新是实现中部崛起战略的基本途径。
The major factors for the weak position in development enviroment,economic potentiality and competitive competence in central China are the relatively low efficiency in regional interior system arrangement and the influence of government's regional policy as well,in addition to some historical factors.At a time when the alteration of the national compulsory system can not cover the central China extensively,the efficient innovation of systems within the regional area is a basic approach to the strategy of central China revival.This paper analyzes the efficency in system innovation from the perspective of system economics and points out a fact that the system innovation in central China revival strategies demands the application of high efficeient system in the regulation and manipulation of the factors including the local resources,talents and capital etc.so as to reduce the barriers of the system alteration and hence the enhancement of the system operation.
