The Absence of Environmental Ethics in Government Policies for Undertaking Industry Shift in the Central Region of China
分析了2000-2011年中国中部地区承接产业转移过程中的经济和环保数据，通过文献检索、问卷调查等方法找出影响政府政策的23个因素并筛选出10个核心因素，探讨了地方政府理性经济人角色、环境资源公共属性导致的溢出效应及环境政策差异化等导致环保缺失的原因。
For government policy's being more scientific, this article analyzes the current situation of the economy and the environmental protection in the process of undertaking industry shift in the central region of China, by selecting characteristic data of environmental protection and economy development in the typical year span from 2000 to 2011 and comparing its data with which in the corresponding period in other developed and undeveloped regions in China. Then according to the results of the analysis, through the literature retrieval, the file inquiry, practical research and experts(or led) interview, sums up 23 factors which affect the government policies for undertaking industry shift and filters 10 core factors based on the questionnaire survey and statistical analysis. Combined with the influencing factors inrationaleconomic manrole of the local government, spillover effect formed by the public attributes of environment and resources and environmental policy differentiation, etc., it analyzes the main factors of the absence of environmental protection in government policies for undertaking industry shift in the central region of China.
