In the present study,the author discusses the sufficient conditions for rising of small towns,and points out that the mode of local urbanization cannot be regarded as a common experience to promote.Industries is the basis of small town development,it is necessary to pay great attention to their technological upgrading and industrial transformation.Citizenization of migrant workers is a long-term system engineering,which needs comply with the rule here is to give before you receive.Meanwhile,we should view dialectically the decline of some hollow villages,not mistaken reducing agricultural population for agricultural sign of recession,also the decline of part of the villages cannot be mistakenly attributed to the failure in road or policies of urbanization.
