Netherland's Five Most Efficiency Action Plan and Its Application in China
分析了荷兰五大能效行动计划（煤炭公约、基准公约、排放交易、税收、MEP补贴）及其在中国的应用，指出政策实施需关注产业发展阶段、行政层级、项目集中度、系统性和重点。
China faces urgent energy efficiency problem and need to strength the effectiveness of environment policy tool, so advanced energy saving experience in western world, especially leading country Netherlands, can provide a reference for China. By analyzing Netherlands's five most efficiency action plans, Coal Coverant, Benchmark Covenant, Emission Trading Scheme, Taxation, MEP Subsidy Scheme and their application in China, we find that, in order to realize policy plan, we need to pay attention to the phase of industry development, administrative levels, project centralization, systematic and focus. Further development need to be made in China's energy efficiency tool designing and implementing.
